Pursuant to WAC 246-272A-0340 the following administrative procedure is adopted.

The purpose of the installer program and the underlying rules and regulations thereto is to establish minimum competency standards for individuals engaged in the practice of installing on-site sewage disposal systems (OSS) within the jurisdiction of the Snohomish Health District (SHD).

The Health Officer and local Board of Health shall administer these regulations under authority and requirements of Chapters 43.20, 70.05, and 70.46 RCW, as well as the underlying Chapter 246-272A WAC which specifically proclaims in WAC 246-272A-0340 a mandate for the establishment of the installer program.
