During the initial 12 months that this regulation is effective, any installer certified in accordance with Chapter 5.40 SHDC or on-site wastewater treatment systems designers licensed per Chapter 18.210 RCW may perform the duties of a certified monitoring and maintenance specialist in accordance with this regulation and the supplemental procedures.
