The purpose of this appeals procedure is to establish a system which will aid in resolving conflicts arising from the administration of the Snohomish Health District Sanitary Code and enforcement of Chapter 70.160 RCW, Smoking in Public Places, where not otherwise specified and to ensure procedural due process and fairness in such administration; however, this procedure shall not apply where a specific appeals procedure is written or is incorporated into any enforcement procedure in other chapters of this code.
